Florida Homeowner Grant Program

My Safe Florida Home: Up to $10,000 to Storm-Harden Your Tampa Bay Home

After Hurricanes Helene and Milton, Tampa Bay homeowners are paying more than ever for wind coverage. Florida’s My Safe Florida Home program pays for a free wind mitigation inspection and up to $10,000 toward the roof and opening upgrades that actually lower your risk — and often your premium. Metro Builders does the hardening work the grant is built to fund.

What the program actually is

My Safe Florida Home (MSFH) is a state program run by the Florida Department of Financial Services. It does two things for qualifying homeowners: it sends a licensed wind mitigation inspector to your home at no cost, and it offers a grant toward the specific upgrades that inspection recommends. The whole point is to make Florida homes survive hurricane-force wind better — which protects your family, and gives insurers a reason to charge you less.

How much you can get

Low-income households
Up to $10,000

If your household income is at or below 80% of the Tampa Bay–area county median, the state covers up to $10,000 with no match required from you.

Moderate-income households
$2 for every $1

Below 120% of the county median, the state matches two-to-one — your $5,000 becomes a $15,000 project (your $5,000 + $10,000 state). Above that income level, the program doesn’t apply.

One thing to plan for: MSFH reimburses after the work is finished and inspected — it doesn’t pay the contractor up front. Many Tampa Bay homeowners handle the gap with contractor financing or a short-term credit-union loan, then the grant repays it. We’ll map the money out with you before anything starts.

What it looks like on a real Tampa Bay home

Take a 1970s block home in Clearwater that still has its original roof-deck nailing and single-pane windows. The free inspection flags three fixable weaknesses: the roof deck isn’t nailed to current code, there are no hurricane clips tying the roof to the walls, and the openings aren’t impact-rated. A moderate-income owner contributes $5,000, the state adds $10,000, and Metro re-nails the deck, adds a secondary water barrier, straps the roof-to-wall connections, and installs impact windows on the most exposed elevations — roughly a $15,000 hardening package for a $5,000 out-of-pocket, with a stronger house and a wind-mitigation report the insurer can discount against.

Do you qualify?

For the free inspection, the home must be:

  • Your homestead (you have a Florida homestead exemption on it)
  • A site-built, single-family home on its own parcel, that you own and live in

To then receive a grant, add two conditions:

  • Insured value of $700,000 or less
  • Built before January 1, 2008 (per the county property appraiser)
  • A current homeowners policy — you’ll provide the declarations page with the grant application

Not eligible: mobile/manufactured homes, condos, co-ops, multi-family, and second/vacation/rental homes. Townhomes have been treated differently from single-family homes, though recent legislation has moved toward including them for roof grants — ask us and we’ll check your exact situation.

What the grant pays for — and what we do

Every approved improvement is a wind-hardening measure Metro Builders installs every week across Pinellas and Pasco:

Roof-to-deck attachment
Re-nailing the roof deck to current code so the sheathing stays put in high wind.
Roof-to-wall connections
Hurricane clips and straps that keep the roof tied to the structure.
Secondary water resistance
A sealed barrier under the roof covering that blocks water if shingles are lost.
Impact windows & doors
Pressure- and impact-rated openings, including reinforced or impact garage doors.

How it works, step by step

  1. Free wind mitigation inspection. A state-authorized inspector documents your home’s current wind resistance and the improvements it qualifies for.
  2. Apply. You complete the grant application after the inspection; reviews typically take a few days.
  3. Choose your contractor. This is where Metro Builders comes in — we scope the approved work and give you a firm onsite estimate.
  4. We do the work. The upgrades pass the local building department and the program’s verification.
  5. You’re reimbursed. The state pays the grant portion once the work is confirmed complete.

Why this matters so much in Tampa Bay right now

The 2024 season made the Gulf coast’s exposure impossible to ignore — Helene’s surge and Milton’s wind tore through Pinellas, Pasco, Hillsborough, and Manatee within weeks of each other. A huge share of Tampa Bay’s housing stock predates the 2008 code era this grant targets, which is exactly why so many local homes qualify. Beyond the storm protection, the wind-mitigation report from your inspection is the same document insurers use to apply hurricane-portion discounts — so hardening your home can pull in two directions at once: lower risk and lower premium.

Why homeowners here call Metro Builders

We’ve been a Florida roofing and restoration contractor since 1996, we’re Owens Corning Platinum Preferred (a certification held by a small fraction of roofers nationally), and we’re based right here in Holiday. We install the exact roof and opening upgrades My Safe Florida Home funds, we know how the inspection and reimbursement process runs, and we’ll give you a straight answer on what qualifies before you spend a dollar.

Tampa Bay homeowner FAQ

Does the inspection cost anything or obligate me?
No. The wind mitigation inspection is free, and you’re free to stop there — though most homeowners use the report to pursue both the grant and an insurance discount.

My home is newer than 2008 — can I still benefit?
You may not qualify for the grant, but the free inspection and the resulting wind-mitigation report can still help you confirm you’re getting every insurance discount you’re owed.

Can Metro handle everything from inspection to finished work?
We don’t perform the state inspection itself (that’s a state-authorized inspector), but we handle everything after it — scoping the approved upgrades, the onsite estimate, and the roof and opening work through final verification.

How fast should I move?
Funding is appropriated yearly and applications open in staggered phases, so grant money is finite in any given cycle. If you’re thinking about it, start with the free inspection so you’re ready when your window opens.
